Head to Bayeux , the municipal campsite there is good and its a good base for touring all the beaches ( Arrowmanche is only 10km away ) ,Bayeux also has some WW2 museums and a huge war cemetery

Ohhhh 18 and 16 year olds are alien creatures to us and I've no idea as to what would appeal (ours are still preteen). But Normandy is great and if they are into WWII history it is a must do location. Bayeaux is certain a good spot to base yourself. There are also some good spots to stay along the coast.

EG In Courseulles-sur-mer (Juno Beach) you can overnight right at the beach. Which is nice if the weather is kind. The beaches in Normanday are massive but the surf tends to be non-existent. There is a sailing club (behind you in the view below) which could be an option for some sailing activity although in September I would think it would be weekends only.
