Clear View is excellent for it. They use it on aircraft windows but it's not cheap but worth every penny.

Is it liquid like their other products or is it a paste which would remove minor scratches?

No glass cleaner that I know of will remove scratches. Try getting your hands on one of the glass polishes used by owners of light aircraft. They travel at high speeds and most things which touch their screens leave trace. They also don't like scratches as it affects the glare.

Go for a two stage polish if they are deep scratches.

I use the G mop polisher , with Farecla G3 cutting compound , then follow that with AutoGlym polish . If they are bad , maybe try plastic-headlight restorer?
