Anything is possible and without reading it in full and researching I would tend to go with snake oil because is HHO not just another way of saying H2O ie water.

Its not very expensive so im sure car makers would be using it if it was any good

I remember these things from years ago. Not sure if one of the motoring mags tested one. I think you feed the hydrogen to the air filter and I don't think that they made that much difference? It was all carbs and petrol then though!
