My Aluminium roof racks have started to peel and I would like to refurb

Does anybody know apart from sand blasting a way to get off what is left of the powder coating that is sticking

I've used acetone to remove plastic powder-coating in the past, but you'd want to be very careful of it. If it gets on your paint or gelcoat, it'll f*ck it up in no time... Removing the rack would be safer but I don't know how practical that'd be...

your local motor factor should have it by the gallon for under a tenner.

I tried brushing some acetone on and it did b---all do you have to leave it in soak.
I have got the rails off but they are the full length of the van roof over 3 metres and nicely bowed to boot

Powder coating can be hard to remove with sand blasting too, I think Blags option is best. Caustic soda is fairly hard on Alu. I know from experience, Alu. Milk buckets last no length when using it to wash them.

Try MEK it's a strong cleaner used in the print trade.
Wipe it on with a cloth and coating wipes off. It flash dries so shouldn't damage glassfibre
