I havent seen any on my travels (Barcelona, Valencia, Zarragosa, Pamplona, San Sebastian etc) The traffic police (mossos de Esquadra and Gaurdia Civil) will take hgv's off the motorways at certain times but that's more of a benefit than a problem.
