Water dump valve

No matter if it’s up or down, water is dumping.
I can’t remember which way it is meant to be to be closed, anyone remind me?
I’ll probably need a new one anyway.

Down is closed.
Sometimes the plunger, in your unit the white bit, can stick and won't go down to close the valve when the lifting pressure is released by putting the lifter down, in your case the yellow lever.
With the yellow lever down press down on the white plunger with a finger and the valve should pop closed.
Give it a squirt of WD40 and work it a few times to get it nice and free.
I wouldn't expect a new valve is required

Thanks all.
It got stuck before early this year but after opening closing a few times it stayed shut. I drained it before this cold snap but couldn’t remember if I left it open or closed. I’ll write it on the wall behind the valve for future reference.
