They will follow it up and keep increasing the fine, they can go as far as sending a debt collector, if not sorted It's quite likely they will stop you at the port until you pay the fine and penalty.
I think it would be best to contact the office in Paris by phone and give them a very good reason why you did not deal with it, at the time you received it in the post, apologise and ask for leniency and ask can you pay over the phone.

I got one last year and just paid it. The French will have no problem pulling you aside at a port or airport for an unpaid fine and there will be zero fucks given if you miss your departure.
