I don't know what it's about,I see the same thing, ( some glitch or other) the screenshot shows you are logged in,so just carry on, if you click the x in the Warning panel, it will disappear, or just like me, ignore it and carry on, click on the new posts (blue numbers beside the bell) or search, whatever.

The Green ( Start Here) is a Google add.
