Great to see more facilities and an acknowledgement that we require them, but, from the pic, that one is really close to a railway line....
Not sure I'd fancy it tbh...

Talking to some of my Welsh colleagues elsewhere, they all are of the opinion that the costs are quite prohibitive- and some suggest using the sites for amenities - grey waste disposal, fresh water top up etc then going on to a pub stop as many pubs now welcome over night stops as it is more income

Obviously that is car park dependent!
