This plastic handle is on the base of a water tank (euramobil) it lift's up and turns around, but doesn't appear to do anything.
Possible a drain of some kind.

Its a drain bung Martin,
Lift the handle and it makes the bung slimmer and pull straight up,
when you push the bung back in you insert the bung and then push it back down side wards to make the bung spread and fill the hole

not a chance its my Daughters. ;-)
@mad max. we will try that, But I fear it has never been removed before, It does rotate, but it doesn't seem to want to come out too easily.

Its just a matter of pulling it straight up. I drain my tank in the winter although the one I have comes out easily

You could tap it out from underneath, but I suspect it's been there a long time and if you disturb it , it won't go in again properly and will need replacing, it works as John has explained

I have repaired mine twice, last time with a stainless bolt replacing the plastic peg. Just watch your knuckles when it does release. 😩
