So how much power does a microwave oven take?

A 700watt microwave oven takes 700 watts or about 3amps on mains or 60 if being run off the battery via an inverter.
,WRONG
You can more or less double those figures. See the screenshot of the figures from my BMS while running my microwave a few minutes ago.

I thought microwaves use about double the power on startup but thought that levelled out once started

Nope. It's about double all the way.
On a low setting, when it's cycling on and off, It's still double during the 'on' periods.
