About 10 years ago an EU directive brought into being a special restricted version of the C1 category for where the driving is not the drivers principal occupation. It followed lobbying by the F I.C.C. and others connected to the motorhome industry. To pass the practical test no knowledge, as is required by professional drivers, is required.
The restriction is designated by a code 97 on the licence See Here
To date the RoI licencing authorities have refused to implement the directive so if you need a licence to drive a mh over 3,500kg you must pass a full blown HGV theory test before you can to the practical test.

Re: Consultation on upgrade of Car licence to include up to 7500kg
Did the C/C1 Theory Test a few months back, never needed one for a car do my first theory test. Doing the test, I knew I hadn't prepped great on bits that'd primarily apply to truckers because I have a tendancy to gravitate towards things that I find interesting...
Anyway, I completed the test in a fraction of the time and was well above the pass mark.
Bit of a damp squib in the end, despite minor panic on my part.
I'd rather see a more appropriate CVRT variant for MoHo's that recognises the typically low mileage of MoHo's. Theory test is once off for most, CVRY is every year (>10 years)
I did my HGV training in early 2020. To be honest, if you can't pass the theory and hazzard perception tests you probably shouldn't be driving. I already have my 7.5t license (I passed my driving test in 1981) but doing the HGV test was worthwhile as a refresher if nothing else. I've done a few driving courses over the years just to make sure my skills are still good, if you need the uprated license do the test, in my opinion it's worth the time and money.

This is what's relevant to those who only require a C1 to drive for leisure purposes.
Taken from COMMISSION DIRECTIVE 2012/36/EU
category C1 is heterogeneous and includes a wide range of vehicles, such as vehicles for leisure or personal use, emergency or firefighting vehicles, or utility vehicles used for professional purposes but where driving is not the principal activity of the driver. Drivers of such vehicles should not be required to demonstrate during the driving test their knowledge of rules or equipment only applicable to drivers subject to the legislation related to the professional transport sector
Since 2012 there is available, under the above Directive, a restricted category C1 license with a restriction code 97 which says the holder is not authorised to drive a category C1 vehicle where use of a tachograph is required. However, The RSA has not chosen to make the simplified test described in the Directive available to Irish residents.

It will end up covering here, once we have a government and they co-opt the legislation, its the same with all laws, rules and regulations passed at Parliament.

Took six years + to get the "no mot" on 40 year old and older vehicles.

I never said it would be quick but the biggest hurdle is no devolved government
