Its seems its only pertaining to Spanish pets.....No mention of pets travelling from other member EU States or does it????

I think you're right John, more to keep an eye on Spanish citizens & animal abandonment... its needed there, dog pounds/rescue centres full of animals.

We already have the chip system and pet passport system, it's about time, Spain, did something about stray and abandoned dogs, and cats.
