It's against the law to stop on a Motorway, the police know it happened where do you think the footage comes from. if the lane is clear in front of you keep going and don't cause more problems.
I had the pleasure of something similar at the N4 eastbound / M50 junction a few years back.
No HGV's, just cars, gobshite in front of me stops dead in the right hand lane of the two lanes continuing to the city centre in otherwise free flowing traffic. I stopped in time but the car behind me rear ended me.
The car in front (was in fact a Toyota, can't say they didn't warn me) had stopped about 10 feet from the start of the kerb dividing the city centre bound lanes and the M50 southbound slip lanes, well past the start of the solid white line and hatched markings. Asshole then prooceeded to pull across into the M50 south bound lanes, nearly caused another crash and toddled off on their merry way.
I got their reg along with make / model / colour but the Gardai weren't really interested even when I insisted I would testify at any potential prosecution. I was livid.
