I think that whilst we look for simple water and waste, level overnight parking (free or cheap), the article does seem to be looking at the bigger potential for walkers and cyclists who may be tent campers. They and caravan owners would potentially need an ablutions block and caravaners seem to rate EHU highly as a must have.
I suspect that what they might need to look at is something basic and perhaps run by the council, rather like a French municipal site. Camping car park (France) now are offering all year round basic aires parking but in the mid and high season they open the the site and the ablutions block to all, this encourages extra use and income from caravans and tents. These are probably former municipal sites managed now by camping car park.
A contact with the councillor for an informal information chat might be beneficial for both sides.

Done it myself and had the same input. I was surprised at the lack of responses to the post also. Not sure mentioning "‘camping de mon village’ scheme run by the campingcarpark.com mob" is a great idea, confusing a simple request at this stage? but hope I'm wrong, in fact probably wrong

Only been the once up wolftrap and a drive around . It was a landrover meet up, We camped on a hill and I suddenly woke in the middle of the night thinking I am parked on the edge of a mountain with a old drum brake holding me
We stopped in a car park somewhere for dinner and a few months later heard they found a body .

Drum brakes may not be the best for stopping you but if there's a bit of heat in them before you engage them as a handbrake / parking brake, their hold gets tighter as they cool down. Disk brakes on the other hand are much better for stopping but engage a parking brake on a hot disc and the hold lessens as it cools. It's not uncommon to see a combined drum and disc on the back axel of some German marques where the disc is for stopping and the drum is for the handbrake (with the foot release).

Definitely potential in the Slieve Blooms given the range of outdoor pursuits now available and becoming increasingly popular there.

Having cycled through France, the municipal site model was fantastic. Well kept pitches, great shower facilities, small grocery etc for a small price. New to the motorhome game but imagine they would be equally useful in that context.

Regarding the Slieve blooms you'd imagine Coilte could be a big player in any future camping facilities, much as they are in Lough Key. There is already a Coilte designated wild camping spot in the slieve blooms. Access not likely available to 4 wheelers.
