Haven’t used them, but I would suspect they are municipal sites being either bought out or run by campingcarpark. It follows on from the way the Aires are often village or town aires now being managed by CCP.
Municipals have been in decline for some years, some are closed as the town seeks to raise money, or are turned into Aires which require no staffing and little maintenence, St Denis de Oleron and Chateau de Oleron being good examples.
They are also likely to generate income for longer periods of the year whereas Caravans are much more seasonal. You can see this where the mon village sites only accept caravans in high season. I also have the impression (and I may be wrong) that Motorhomes are becoming more popular than caravans, based on my simple observations as I drive around France.
Even here I think Motorhomes are on the up, I know one outlet that put nearly 30 vans on the roads in January!
