The name Bill is short for William, hence his brother was on the phone and told Williams wife that he has “bills to pay” - Bills Toupee.
.... obviously William left his wig at his brothers house.

His wife thinks William is giving his brother money.

Wife Notices his wig missing and asks,

So the whole cryptic joke hinges on the ‘to pay’ - ‘toupee’ being slang for wig & the name ’William’ - ‘Bill’
