If it is mildew then distilled vinegar is brilliant for removing it but you would need to do a test on the surface first so that you don't damage it with the vinegar.

A cutting paste and gel coat for the shine might do

Off and got vinegar and cutting paste and......no change :-(...not as black as before but still bad. But the cutting paste did take the suncream markes off the car which has been there for 2 years...so not a total loss. now to get some nice hot chips for the vinegar!!!

Any other suggestions...I know it does not take from the functionality of it but its nice for it to be clean

Have you tried Magic Eraser on it? It works wonders I've found.

It is probably the best option, Don!
You can get all of it in rattle Cans.

What did brighten up the plastic on our last van was Traffic film remover. The local garage washed the van with a power washer and didn't half rinse off the TFR and the plastic windows, Grill and graphics were all streaks where the concentrated solution brought up some of the plastic like new, it was so strong that it dissolved some of the silver paint on the Grill.

autoglym does a paint renovator

apply by a microfiber cloth and rub well in, then wipe of
apply a polish once clean

if you want to try traffic remover do not spray it on, spray onto a cloth and rub in where required then wipe off with damp cloth before thoroughly rinsing

Definitely , I would even mask off the surrounding area and you are doing it at your own risk :D

plascote or plastikote...not sure. Any plastic compatible spray will do as long as you have plastic primer first. I have used other products and never had flaking as long as plastic primer was used, they are not expensive. No matter what the cleaning product I bet painting will give a like new finish way better than cleaning...its all about the detailing!!

With a little care I was able to remove the locks . I then used plastic primer and then sprayed white. Result...lovely and clean looking again. Thanks for all the help and tips
