Not sure anymore, but we have created a new quango. The "is it offensive and too much to handle? then get yourself a decision from the quango" quango.
So they'll get back to you soon as you have queried a situation where an offence may or may not of taken place. If they decide it is offensive and you disagree, you can appeal to our second new quango "the appeal quango, when no one else has listened to your grievance" quango. On failure to come to an agreement after reaching all avenues with both quango's then we'll have a vote. This vote will be taken place by "the voting quango, that allows and oversees votes" quango. If that then fails,,.....
