You need to be normally resident in another country, they look for employment records, utility bills, etc... If you're a student for example, you do not qualify. You then need to show evidence that you have become normally resident in Ireland, similar details. Once you get over that hurdle, there's a clawback if you sell the vehicle within 12 months.
They threaten all kinds of things like other person being entitled to drive the vehicle unless they had moved residence with you, but I'm not sure there's any basis for that.
